1. God created the world, all of it.

2. Therefore, everything in the world - good or bad - is also created by God. In addition to the Isaiah quote above, see:

Amos 3:6 Shall a trumpet be blown in the city, and the people not be afraid? shall there be evil in a city, and the Lord hath not done it?

3. God gives us the set of proper rules to follow, therefore God decides what is a good deed and what is a sin.

4. It is God who decides who will sin and how:

2 Thessalonians 2:11-12
11 And for this cause God shall send them strong delusion, that they should believe a lie:
12 That they all might be damned who believed not the truth, but had pleasure in unrighteousness.

Ezekiel 20:25-26
25 Wherefore I gave them also statutes that were not good, and judgments whereby they should not live;
26 And I polluted them in their own gifts, in that they caused to pass through the fire all that openeth the womb, that I might make them desolate, to the end that they might know that I am the Lord.

5. Therefore, God creates sin, by: a) defining what sin is, and b) deluding some people into following sinful ways/rules.

God created a part of Hell especially for the gays. If He did that, and then didn't create any sodomites, then His creation would be flawed. So you see, the fact that some people are abominable perverts just proves how perfect His wisdom is.
