If, as you say, they are running an unlicensed curry delivery from their kitchen, you should easily be able to nail them on zoning and health code issues.

Them's called peperoncini!

I do truly understand that English may not be your first language, and you may from that country that does not know how to pronounce the English alphabet. But pepperoncini are a variety of the species Capsicum annuum, like bell peppers and chili pepper. Where as chili flakes are flakes of chili, but I suppose they could be made from peperoncini.
