Yes, the devil's music is music (what a surprise!) but the sounds which comprise any music are not neutral.

A teaspoon is a teaspoon is a teaspoon - a neutral object which may be used to stir tea or abused and put to some other purpose. And whether used as intended or employed to poke in someone's ear the spoon remains neutral, you might say. OK, the spoon is neutral in that case.

Arsenic cyanide is used in the arsenic plating industry. Although arsenic plated teaspoons are unfashionable it would nevertheless be possible to make one or even a solid arsenic spoon, fork or teapot. An arsenic plated teaspoon would always poison your tea. A solid arsenic teapot would be even worse. Anything brewed in it - whether tea, coffee or home-made absinthe - would be poisonous and so arsenic kitchenware is not neutral. It's primary function is to kill (and any tea is secondary).

Psychoacoustics is the study of how your inner ear reacts to sound. The reaction of your nervous systen to music is even more specialised (look up neuromusicology if you're interested, you'll probably find something). Some sounds have very negative effects and severely compromise neurological function. An application of these phenomena would be in burglar alarm design, for example. The sounds used in such applications are not neutral. They are very specific and chosen for their effect on behaviour (the behaviour of burglars in that case). It is possible to produce sounds so dreadful that the nervous system hearing them aborts all motor function and concentrates on the single objective of running away.

One reason for this is due to the proportional structure of neurons. When sounds have a very specific relationship to the structure of neurons, very specific effects can be achieved - in the case of a behaviourist those effects would be described in terms of how they affect behaviour.

Satanic musicians study those applications of sound, especially the metal genres. The area they'd need to look at would be the proportional structure of musical scales - and they DO investigate that and DO incorporate it into their music and DO say that that is what they do and DO tell you what they have achieved (Black Sabbath for example). You have no more choice in the matter than whether you'd be poisoned by arsenic tea.

I want to start off by saying I am a devout Christian. I make sure to pray to the lord every night before I sleep. I ask for forgiveness of sins which we all have (I have sadly made many) but I do not believe the lord would damn someone for listening to a music genre of their choice. I believe music is art and should be treated as such. I do agree that you should be careful of what you let into your life and not let things control you But art is interpretive. I love Music that make me feel things. Like Inchbus, coldplay, and Interpol. I listen to the music while I am driving. It helps me think about the beauty of the world and all the things god has created, and in that way I am praising the lord and thanking him for creating this wonderful world we live in. That doesn't mean evil things aren't out there. But this beautiful music helps me see the beauty that is already around us. I love god and praise him. Isn't that why we listen to music? It slows things down for me in this speedy, sinful society we live in. So that I can realize the beauty god has made for us.

The genre places devils and whores front centre, explicitly adores satan it could not be any more directly expressed than by the death obsessed lyrics, tonality deliberately calculated to arouse the demonic urges innate in anyone born of a woman and stated to be so (in great detail if you ask them), vile rhythms derived from satanism & witchcraft AND EXPLICITLY STATED TO BE SO even if you removed the guitars and translated the stuff into Ukranian it would still be satanic.
