I understand that this is a different meaning of restoration from what we humans are used to, but as the story of the Flood shows, God doesn't have the patience to actually restore something, He prefers to destroy it completely and make a new one. Destruction of a planet and creation of a new one (one that is habitable yet does not have any seas) might seem impossible from our point of view, but (as the Book of Genesis teaches us) God can certainly do it within a few days.
