            I don't think they allow the sale of children on eBay

                You have to word the ad correctly. You do not want to be mis-leading. Ebay does not like that

                For example. "Woman who was pregnant wants to provide a baby to a loving well to do family. Must pay expenses to date"

                I know some families that do a lottery deal. People 'donate' money to support the mother to be (along with her extended family) in an style to which she wishes she were accustomed to. If the baby is a girl, the 'donatee' wins. The donation typically is sufficient for a 24 month period of time.
