No, he means so-called "Christians" who, of the entire Bible, know only the first half of John 3:16, and either have never read or worse ignore all the other stuff that shows God in His true glory (the parts where He calls for the immediate and gruesome deaths of disobedient children, rape victims, and unbelievers of any stripe). In other words, 99.999% of those nice people who sit their asses in pews every Sunday.
