Back in Biblical times, a shepherd would be responsible for the safety of the flock. Most sheep stay close to the shepherd, and will come when he calls for they know his voice to be one of security and provision. Sometimes a sheep would wander and not come back even when called. The shepherd would go and find the lost sheep and bring it back. If one sheep continued to defy the shepherd and refuse to come when called, the shepherd would break the leg of the sheep to prevent it from getting lost again and getting hurt, or worse, eaten by wolves. There's a reason Jesus is called the Great Shepherd. A sinner who refuses to heed the voice of her shepherd puts herself and the entire community in danger, and defies the rightful authority of the shepherd. For this reason she should ask forgiveness. The shepherd always knows better than the sheep.

God does not allow misfortune to befall those who believe in the Savior Jesus Christ and pray for His Blessing. If you are raped, this is evidence that you have failed Jesus. The Bible lays quite plain that Christian prayers are answered. Does it not? Consider Matthew 7:7-8
