They're using cell phones to track their women, with reports going to their responsible men. Maybe we need to allow our women finally to have cell phones so we can track them better if and when they leave the county.

Those Saudi Arabians are amateurs. It's 2012. There is no need for women to ever leave the house. They can shop over the Internet and watch their Pastor on the television. Allowing them to spend 100% of their time on serving and pleasing their husband (Genesis 3:16, Ephesians 5:22-24). And if they get sick, their is no need for doctors or hospitals. When Jesus wants to kill them, just let them die. This will allow you to get a new wife capable of bearing children. For some reason they stop doing that after a while. They claim it is menopause, but I could not find that in the Bible, so I am a bit suspicious about it.
