First off, Russia and China aren't members of Nato..
You may be thinking of "Partnership for Peace".. which is an agreement created by Nato, between Nato and Russia. (among others)
But China isn't even part of it.

I missed this bit of idiocy the first time around. Is he really claiming that NATO commits us to not using nukes? Let's look at the facts, shall we?

The North Atlantic Treaty Organization (NATO) is an military alliance of 26 nations, founded in 1949...hese countries formed the alliance to further the goal of security in the North Atlantic region, they did this by ingraining the principal that an attack against one member would be considered an attack against all, and thus, all would respond with support to the attacked nation.

It doesn't say that we can't use nukes, it says that if anyone attacks one of our puppets, then we'll nuke whoever attacks them. Can you tell the difference between these two concepts?
