Not sure about that Satan after isn't a secret Muslim so I would say Obama is more evil that Satan. Though I disagree Obama is worse than Jimmy Carter.

So I would say in order of evil

1. Jimmy Carter
2. Obama
3. Satan

Let's be far to Satan. He does evil because God tells him to. Neither Obama or Carter have that excuse.
