Friend, you have to take that scripture into the proper context. Here James is saying do not judge your fellow believers.

James 4:11-12
11 Speak not evil one of another, brethren. He that speaketh evil of his brother, and judgeth his brother, speaketh evil of the law, and judgeth the law: but if thou judge the law, thou art not a doer of the law, but a judge.
12 There is one lawgiver, who is able to save and to destroy: who art thou that judgest another?

Paul takes this one step further and tells us to judge and shun our fellow believers who stray, but not non-believers.

1 Corinthians 5:9-13
9I wrote unto you in an epistle not to company with fornicators:
10Yet not altogether with the fornicators of this world, or with the covetous, or extortioners, or with idolaters; for then must ye needs go out of the world.
11But now I have written unto you not to keep company, if any man that is called a brother be a fornicator, or covetous, or an idolator, or a railer, or a drunkard, or an extortioner; with such an one no not to eat.
12For what have I to do to judge them also that are without? do not ye judge them that are within?
13But them that are without God judgeth. Therefore put away from among yourselves that wicked person.

Jesus goes even further and tells us to go ahead and judge as long as it is not merely by appearances and as long as it is done in righteousness.

John 7:24 Judge not according to the appearance, but judge righteous judgment.

I hope this clears this up and when and how it is okay to judge another.

Friend, I am behaving the way the Lord ordained. I am not behaving contrary to scripture.

The Lord was not slack, and taught that if an individual offends us, we are to rebuke them.
We are not commanded to be pushovers.
