You keep saying babies don't have the capacity to sin. I'm sure you understand that doing something God tells you not to do – for example, murder – is sin. Those who were not circumcised would be breaking God's covenant and were supposed to be cut off from God's people. A baby has the capacity to sin because it has the incapacity to do what God tells it to do.

Repenting seems like a drama-queenish thing to do, maybe stable, normal people fail to repent properly, and so heaven is filled with people who dramatically regret the horrible things they keep doing over and over.
