We are preaching God's love. Does the LORD not call on us to scourge, rebuke and exhort?

Hebrews 12:5-8
And ye have forgotten the exhortation which speaketh unto you as unto children, My son, despise not thou the chastening of the Lord, nor faint when thou art rebuked of him:
For whom the Lord loveth he chasteneth, and scourgeth every son whom he receiveth.
If ye endure chastening, God dealeth with you as with sons; for what son is he whom the father chasteneth not?
But if ye be without chastisement, whereof all are partakers, then are ye bastards, and not sons.

2 Timothy 4:2
Preach the word; be instant in season, out of season; reprove, rebuke, exhort with all long suffering and doctrine.

God is perfect, He can hate without sin, while we cannot. When we hate a fellow human being we are sinning.

Not quite. If you look at these scriptures,

Psalm 139:20-24
For they speak against thee wickedly, and thine enemies take thy name in vain.
Do not I hate them, O LORD, that hate thee? and am not I grieved with those that rise up against thee?
I hate them with perfect hatred: I count them mine enemies.
Search me, O God, and know my heart: try me, and know my thoughts:

you will realize that God loves those who hate His enemies.
