What those funny looking punctuation marks indicate is that the sentences rather than being declarative statements they are questions. I know in Ebonics it is common to say something like "He said, 'why you did dis?'" But a question was asked and a declarative sentence was not made, so the proper form should be, "He asked, 'why you did dis?'"

Mari was asking questions. She called nobody ugly. She finishes up by asking Prinsesse to reflect on the questions and pray for guidance if any of the conditions might apply in PrinsesseAnja's case. Then on a woman to woman perspective she invokes a personal camaraderie letting everyone know she is trying to help another female. It might be that Prinsesse herself lacks self esteem.
