The 10 Commandments are rules for the Saved(c). God commands us not to kill each other. In other areas of the Holy Bible, He specifically tells us who to kill.

You see Gilly, God is selective. Just like who gets into Heaven, who gets to sit by His right hand. So God does not want us to kill each other for personal reasons. He wants to assist Him is hastening the disposal of heathens. He knows who has been naughty and he knows who has been nice. He knows who will not repent and wants them put 'on ice'.
