Son, I see you are one of those one-click wonders that attempt to appear to know what they are talking about, but don't. I also see that you chose to ignore my warning about squelching your snotty attitude – enjoy your infraction points while you can. If you don't shape up you will be out the door soon.
Of course Google knows what site you're on and the content of the URL's you are looking at, because it placed an ad on those pages (along with a cookie). Google is a bit more sophisticated than that (if you really knew anything). The advertiser has quite a bit of control, along with a number of sophisticated algorithms; among them are phrase or broad-matched keywords, content placement, contextual targeting, location targeting, as well a cost per click (CPC) bids.
