    I believe that the verse you might have in mind is:

    Rom:12:19 Dearly beloved, avenge not yourselves, but rather give place unto wrath: for it is written, Vengeance is mine; I will repay, saith the Lord.

    Secular law prevents Landover from carrying out many of the earthly punishments required by God; it does not prevent Landover from warning of the eventual downfall of sinners.
