    MEXICO CITY - Mexico decriminalized small amounts of marijuana, cocaine and heroin on Friday — a move that prosecutors say makes sense even in the midst of the government's grueling battle against drug traffickers. Prosecutors said the new law sets clear limits that keep Mexico's corruption-prone police from shaking down casual users and offers addicts free treatment to keep growing domestic drug use in check. "This is not legalization, this is regulating the issue and giving citizens greater legal certainty," said Bernardo Espino del Castillo of the attorney general's office.

    The new law sets maximum "personal use" amounts for drugs, also including LSD and methamphetamine. People detained with those quantities no longer face criminal prosecution. Espino del Castillo says, in practice, small users almost never did face charges anyway. Under the previous law, the possession of any amount of drugs was punishable by stiff jail sentences, but there was leeway for addicts caught with smaller amounts. "We couldn't charge somebody who was in possession of a dose of a drug, there was no way ... because the person would claim they were an addict," he said.

    Despite the provisions, police sometimes hauled in suspects and demanded bribes, threatening long jail sentences if people did not pay. "The bad thing was that it was left up to the discretion of the detective, and it could open the door to corruption or extortion," Espino del Castillo said. Anyone caught with drug amounts under the new personal-use limit will be encouraged to seek treatment, and for those caught a third time treatment is mandatory.

    The maximum amount of marijuana for "personal use" under the new law is 5 grams — the equivalent of about four joints. The limit is a half gram for cocaine, the equivalent of about 4 "lines." For other drugs, the limits are 50 milligrams of heroin, 40 milligrams for methamphetamine and 0.015 milligrams for LSD. Mexico has emphasized the need to differentiate drug addicts and casual users from the violent traffickers whose turf battles have contributed to the deaths of more than 11,000 people since President Felipe Calderon took office in late 2006.
    It's also going to make it easier for the drug 'mules' to smuggle their death weed into the U.S.A. to sell it to innocent school children.

          we have lost the war on drugs. why are we putting people in jails who are are not hurting others. all the crime comes from the war on drugs not the drugs themselves. if the drugs were legalized the gangs would stop the police could arrest people who violate others civil rights the drug task force could work on finding rapist and child molesters the income generated from the sale of drugs would not go to support gangs but could be used to educate people on the dangers of drugs and be taxed. the prohibition did not work in the past it will never work

                      I an not a drug addict I am a medical marijuana patient under a doctors care. How is my taking marijuana (the drug that has never killed anyone) different from taking other more dangerous drugs? I also do not have "pot smoking friends" most of my friends are business clients and i do not share my medical info with them. How do my views fouling up this "clean white Christian forum. How are my views contradicting the Bible. My Dad is on heart pills is he welcome here or is he also a drug addict?

After the men arrived at the field, Tamme surprised the men and shot them both, killing them. Tamme then buried the two men in a ravine.                           New studies have linked marijuana use with heart disease. In particular, one study, published in "Molecular Psychiatry", suggests that heavy marijuana use (smoking at least one joint of marijuana per day) causes triglycerides, a type of fat found in the blood, to increase. An overabundance of triglycerides causes the body's blood vessels to clog, which can eventually precipitate a heart attack. Another fairly recent study suggests that marijuana use affects the hearts of recreational users as well. A Harvard University study in 2000, which surveyed roughly 4,000 people who suffered heart attacks, found that about 37 out of the 124 marijuana users suffered a heart attack within one day of using marijuana. One leader of the study, Dr. Murray Mittleman, believes these people had heart attacks because the average person's heart rate jumps to about 40 beats more per minute after using the drug. This finding led researchers to conclude that the average person's risk for heart attack is about five times higher after smoking marijuana, namely the first hour after smoking it. Other researchers argue that using marijuana causes insignificant risks to the cardiovascular system. Notably, Dr. Lester Grinspoon, a marijuana researcher at Harvard University, believes that marijuana does not directly correlate with cardiovascular disease. He specifically referred to the Harvard study, claiming that marijuana causes the heart to jump 20 beats, rather than 40 beats, more per minute. In any case, marijuana's correlation with heart disease remains unresolved.
