Even so, I doubt that the DMV would risk wrongful death and auto accident lawsuits by allowing a mentally handicapped man to drive when they know he is not fit to drive because it defies common sense like letting thugs and the mentally ill have access to weapons. If they did, they would loose tens of millions of dollars and there would be national public outcries to prohibit mentally handicapped people to drive or operate any automated vehicle.

I am sure that they know that a licensing fee is far inferior to numerous lawsuits. That is why wise buisness owners avoid potential lawsuits whenever possible, jew and gentile alike. Lawsuits, especially major lawsuits, have the potential to force buisnesses to shutdown. Thankfully, more and more states are passing "loser pays" laws that force the plaintiffs of frivolous lawsuits to pay all court fees associated with their cases.
