The original hebrew word for "Neigbourg" means anyone that is PHYSICALLY close to you, not close to you in the mind but in the space. He can be anybody, a Musulman, a homosexual, a communist etc... because whatever he is, he is still an human. A creature of God just like you, that just wait you to be saved.

All the quotes of the Bible have to consider the context : all the ones in the old testament that "order" you to condemn the others have been write before the sacrifice of Jesus Christ, witch is the prove of the amazing love of God for all his creature, and his desire to save anyone that accept Jesus as a personal Savior.

As for your "old vs. new testaments" nonsense:

Matthew 5:17-18

17 Think not that I am come to destroy the law, or the prophets: I am not come to destroy, but to fulfil.

That's Jesus talking. He's saying that until heaven and earth pass away, the entire law is in force.
