Electrons are responsible for electricity, so I'm sure they exist, as sure as I am electricity exists. I'm not sure what you mean by "electromagnetic partials". Foil does shield electromagnetic waves, and as far as "amplifying" them, you need some kind of active device to do that (aluminum foil is entirely passive).
