No, it is their fault. The Empire stopped caring about the quality of its troops after they had successfully taken over galactic government, there was no Order to fight anymore, they could usually win with sheer numbers. They stopped cloning exclusively from Jango and started to clone just any old guy so they could have those numbers, not to mention if ever single clone had the same mind, then it would be easy for a Jedi to manipulate them in mass.

Their equipment was actually some of the best in the galaxy at the time. They sucked because of shoddy training, and because of the Hero effect.

and most of the Rebils on the Tanative IV got torso shots. But Han and Leiah (Leiah Espsehley) were better and faster shots
