Maybe he was busy or something. God is everywhere, but even He can't always be paying attention to EVERYTHING. He could have been making a Muslim have a car wreck, or making a Jew lose his wallet, or maybe He was making a Mexican trying to sneak into the US fall off a cliff or something.

Being God is hard job, give Him a break a why don't you!
