No friend, religion has everything to do with it. A story like this would happen in a atheist theocracy like England were people are considered mere animals. In a Godly run country drunks like that would taserd, taken out to the levee beaten senseless, stripped and forced to drag their broken, naked bodies back to their homes in shame. The same with the harlot, she wouldn't be allowed out of the house dressed in such a provocative fashion. In a proper country she would be chased up a tree and the tree set on fire to teach her some shame.

By allowing those two groups to roam the streets at will the English secularist set up a situation that could only have resulted in murder.
