As for God's rules about Rape, perhaps you should read Deuteronomy 22:22-29 . The rules outlined about rape are pretty detailed.

22If a man be found lying with a woman married to an husband, then they shall both of them die, both the man that lay with the woman, and the woman: so shalt thou put away evil from Israel.
23If a damsel that is a virgin be betrothed unto an husband, and a man find her in the city, and lie with her;

I don't understand why a girl who was raped has to be punished even more by marrying that one person that comitted a horrible crime on her. She most certainly did not ask for that to happen.

I can give you an example, nto exactly what you asked, but quite similar , let's say one day a woman goes out to buy groceries because she notices there aren't any potatos in the house, so she runs out to get some before her husband comes home (potatos are his favorite) so she can surprise him with some lovely mashed potatos. She walks home, but doesn't realize she had been followed by a man. This man just saw her walking by and had to stick it in her. so he followed her home, ran inside the house right before she can lock the door, raped her and left. no way that's her fault.
