She may be right -- they don't have parents anymore. They've murded them or the parents have all disappeared. I think this 'blood gang' may be a member of the 'bloods' as they are sometimes known -- a large croup formed from a variety of other gangs to combat the crips.

What she really means, of course, is that they are no longer under the control of their parents, if they ever were.

I think "The Blood Gang" may be a reference to a local group of what are known as the "Bloods". They often refer to themselves as "a blood", and the local group can be called the "Blood Gang".
