Can a person who is about to be baptized wear a wetsuit that they own during their baptism or...is there a rule saying you cant? Does it matter?

Dear Miss Alex: While there is no rule that says one cannot wear a wetsuit during one's personal baptism, it would be considered, generally, as an unnecessary measure.
