Mr. Snopes, I have been off working on a tiling project for the past couple of hours, and returned to learn from your post that FiestaSpaz's first language is apparently English.
I honestly was thinking he was African or something, and more accustomed to speaking in grunts and clicks.
Goodness, how embarassing for the Scots to learn that someone this dull-witted is representing them on the Internet!
In most states in the US, you can get a learner's permit at 16 and a full driver's license as soon as you pass the exam.
In states with more of an agricultural focus, it is quite normal for 12-year-olds to drive; they typically have been driving large farm equipment since they were 10 or 11, so a car is not much of a challenge.
Most farm kids also have their CDL (Commercial Driver's License, for handling the big rigs) by 18.
