If you are in a hurry, just use a leather punch and some small padlocks. Using a pair of pliers, grasp both inner labia lips near the top and pull outward. Again, all the physical barriers in the world don't amount to didly squat if the desire to masturbate still festers within your daughter's craven heart!

This is a failure in parenting, and a failure on the part of your pastor, unless the dear man has not been made fully aware of the situation. Make an appointment with your pastor RIGHT NOW and bring your daughter in to have a meeting with him where all of her masturbatory activities will be thoroughly discussed.
