It's perfectly clear and simple. It's there as a sign of the covenant, making it quicker and simpler to separate the Saved from the Unsaved. Come Judgment Day, the Lord will have an awful lot of Judging to be doing, and it's likely to take a while. So He created foreskins as a handy shortcut - He can simply take one glance at the tallywhacker of a soul, and if it's not circumcised, then He can easily toss them into Hell without giving it a second thought. Of course, after that He'll have to sort through all the circumcised souls, to make sure no Christ-Killing Hebrews make it into the Kingdom of Heaven, but it'll still be a lot simpler.
