It depends on who you talk to. This is some what of a generalisation. Unionists, or Loyalists, would tell you they are British, not Irish while Republicans would say they were Irish.

Scotland and Northern Ireland are, however, to distinct nations. Otherwise they probably wouldn't both with the different names.

So what does that make Americans really ? Since not too many came from North America originally. English ? Dutch ? French ?

The political union of Scotland and England in 1707 created one parliament for both, and one government in case you couldn't work that out. The new Scottish parliament was established by the Scotland Act 1998.
