I feel that it might be a message from Above related to the state of the picket fence around the herb garden as he had fallen on his throat on to it shortly before making the utterance.

You were right, although he's not speaking at all now - I must say that if he continues with his stubborn silence those 46 years of faithful service will have to come to an end and with it any hope of a pension.
