Just like that! Uzziah did not have to go and burn incense. God is very particular about incense, who burns it, when and how. God does not wish to see harm befall those whom He loves. You might like to compare this passage:
Korah, Dathan and Abiram had been chimping out because they hated God. Therefore their little children also hated God (and obviously their wives hated God) but how could a little child be culpable? you probably think, so let's see what God actually did. The wretches started burning incense..
NUMBERS 16

If you check out the context link you'll notice that in addition to crushing by rock closing upon them alive and conflagration by fire coming out from The Lord it was necessary for God to kill an additional 14,700 by instant plague. Instant in this case means the next day which I doubt you'll deny is a pretty fast acting plague.

God does not wish those whom He loves to be crushed and incinerated and smitten with plague. You seem to be saying that it'd be an injustice or worse for such consequences to be dished out to groups you've decided are "innocent" (regardless of what God teaches us — teaches us because our own understanding would lead us into error) and that it's wrong to exclude them from the congregation. The fact that God tells us explicitly which groups are to be excluded means nothing to you. As a result, you declare His Inerrant Word to be "unfair" in a direct contradiction of The Holy Spirit.
