The decision of whether or not to have a hysterectomy should be hers and hers alone. If she wants to have children at some point in the future, then obviously, the answer is no.
if she doesn't want children, and her cycles are too much for her to bear, there are less radical options, such as endometrial ablation. The endometrium (lining of the uterus) is basically cauterized, making it impossible for a fertilized egg to implant. No more periods, no more PMS, no worries about getting pregnant.

Actually, I had an endometrial ablation because I was having periods so heavy that I was soaking through my clothes every hour, even using tampons two at a time and excruciating cramps. And my cycles were coming two weeks apart instead of once a month.
