My reading of Sharia indicates that a fatwa is not needed. According to Sharia a mooselimb can not be punished for killing an apostate of Ishamm, but in a more formal and bureaucratic manner the apostate has to be given a chance to re-affirm his faith in Allah before he can be formally put to death. As a practical matter the mooselimbs don't seem to go out of their way except in high profile cases.

It's similar to getting a troll banned here at Landover, there is just a lot of paperwork to fill out - then you have to see who is on duty to get the proper signatures, a hearing needs to be held to verify the troll is beyond redemption, and if they might be a candidate for rehabilitation in the therapy unit. It's all very time consuming, and meanwhile we have to suffer their presence. I've been for streamlining the process for some time, and possibly turning them over to DHS for placement in a FEMA camp to keep our expenses down in these troubled economic times.
