Since everything that happens is God's Will, it is His desire for those children to be born retarded. God could fix them if He so desired, but He doesn't; therefore, it is a punishment for God-mocking parents and Santa worshippers.

Some retards ARE caused by the mother having problems with her pregnancy, generally because their kids are created during 'Satanic Sex'. ie.
