Let's assume that "Herping a Derp" means what you say, that it's a weak attempt to call someone else stupid.

It's typically used by people in political arguments or religious arguments, to imply that someone who is not a left-wing liberal or not an atheist is an idiot. Right?

It's then intended as an insult.

So how is that at no one's expense? Or do you mean "at the expense of nobody whose feelings I care about"?
