        Herp is a form of hur which is the sound most people associate with a moron giggling. Derp rhymes with herp.

        These put together means something that someone just said or did was very very stupid and it is a form of sarcasm teasing the "stupid" sayer... or it can just be a bunch of people making a rather dumb joke.
