That hand gesture things is some coded nastiness. By parting the fingers in the middle of the hand like that, they are secretly giving people the middle finger.

It's a vulgar code signal called the "inverse middle finger" and the Trekkies do it all the time in imitation of their favorite character, Jedi Master Spock. Though with the two thugs in the picture it might just mean "South Side Crips" or something, who knows.
