When God created Satan and snakes, He undoubtedly knew what was going to happen. Why did He do it? We don't know why, of course. None of us can know why He did the things He did:

Yes, women are indeed very unreliable when it comes to obeying God's law. Sometimes I even wonder why He didn't just create two males instead. But it seems as this was all according to His plan as stated in the Book of Genesis and we should not question that.
