Wasn't that bit also in the constitution in 1937 when they believed the Emperor was a god?
Granted the bit before it said something like, "We will put Asia to fire and the sword, pulling out the fingernails of our enemies whilst, beating, starving and working them to death, as we wade in the blood of the foreign devils"
But I think the point is, as always, succinctly encapsulated in a Bible verse:
