The text you quote comes from Galatians 3:28.

You mislabeled the chapter and verse, but fortunately we are smart enough to figure out what you meant.

I fail to see how the cited quote is intended to prohibit men from smacking their wives every now and then, as though it were some big deal.

The message of the verse is that we can all be saved, no matter if we're female, black, or some other undesirable thing. JESUS is always willing to hire on extra servants for the Kingdom of Heaven.

The message of the verse is not intended to give the impression that women are equal to men.

You will notice the same author of Galatians wrote the following...

But I would have you know, that the head of every man is Christ; and the head of the woman is the man; and the head of Christ is God. - 1 Corinthians 11:3

Please explain how the author intends to imply that women are equal to men in GOD's eyes.

As others have pointed out, you need to read in the context of the whole Bible.
