Wrong, God does not make anybody a sinner. He is however capable of punishing the sinners by making them do his dirty work before sending them to hell, as in the case of Osama Bin Laden.

God indeed allows sin to exist. He gave us free will and the opportunity to choose our destination. Love Jesus and spend eternity in Heaven or live in sin and go to Hell. Hell and sin are God's way of culling the inferior specimens from his flock. (How else are the Angels going to heat Heaven's jacuzzi?)

To use your own logic, perhaps God has allowed Bin Laden to hide for however long it takes for America to take out as many of the future suicide bombers as possible.
