"Blessed are the poor in spirit" refers to those who do not have much spirit, whisky, gin, bourbon, etc., in their homes. True Christians recognise The LORD does not approve of the poor who cannot afford to pay Him a decent tithe.

As to why the Pommy flag is on the flag is due to design reasons. Not because the British Empire still exists. You may not realize, but your empire fell with the death of Queen Victoria, the finally remnants post WWII.
