The Bible is not about "governments." There were no "governments" in the Bible worthy of the name. You are conflating the term 'government' to mean any system or rule at all. In the Bible OT, there are absolute monarchs and absolute tribal leaders, all appointed (or killed) by God. In the NT, there are the Romans and the Pharisees. The Jews had no say in what the heathen Romans did and some Pharisees, who were the local theocrats, refused to listen to Jesus' word.

I would have thought that the future of mankind, Godly conduct and the road to Salvation were more the theme. Your emphasis (see above) is misplaced. Satan has only ever killed 2 people Job 1:1-19 and that was with God looking on and there was nothing at all to say that the 2 dead people were evil. Whereas Almighty God has killed about 2 million - that's what I call power and just retribution.
So don't worry yourself with your stories about a Boogeyman being in charge - God will protect us from all ills.

Actually there is no contradiction.
This is easy to understand.
Jehovah is God the creator, and as such is over all things.( including the earth)
He gave the ruler ship of the earth to an angel that made himself Satan. ( resistor)
As the ruler of the earth Satan deceived Eve and caused Adam to be disloyal.
But Satan is the ruler of the earth. ( God still has ultimate control.) So what Jehovah did , is allowed Satan to continue his rule of the earth, and man chose to follow him rather than God. This was allowed so that man and the angels , could see how things would end up.
Well, we see how things turned out.
This act allowed this question, ( of man going on his own)to be answered for all time. God will step in, at his appointed time, which he set at Adam's disloyalty.( he will not allow his earth to be totally ruined by man.)
At Armageddon Jesus will take this ruler ship away from Satan. That is why the sealed number 144,000 taken from the earth will rule with Jesus for 1,000 years. This is the time set still remaining of (God's rest day), to bring the earth and man back to the perfect state, in which it started.
The earth and man at the end of God's rest-day , were to be perfect and in a filled earth with man and animals. So nothing has changed , it will be done just as Jehovah said it would be, and in the same time period.

An example, that the bible gives us is Noah. It was because Noah did what God wanted him to do. ( he was a preacher of righteousness) in the way Jehovah wanted him to do it, he was saved. Noah had the free will to do it or not. There about 1 million people at that time, and Noah and his family were the only ones that survived. No one offered to help him, they thought he was deluded. Actually the people jeered him. So man has a choice. And it wouldn't be the popular way to go. Even among religions. The same when Jesus came. The 'chosen people' the Jewish nation put Jesus to death. This pictures the state of Christianity today.
So many that think they are doing God's will are not.

That is far, far too dramatic an interpretation.

These scriptures I have mentioned over my last few posts are are what Jesus said about the ruler of the world ,these are not my words. Jesus called Satan the ruler of the world. There are many scriptures that confirm this.

Yes, that is true. But we are all born in sin. We have no choice about that. We inherited that. The bible tells we are all under the ruler-ship of Satan. But through Jesus death and the bible itself we can through knowledge and and our desire to follow Jesus we can, even in our imperfect state be successful.
