This is an excellent question, Brother! The answer to it lies - like all the answers for all questions that humans might ask - in the Holy Bible.
While God welcomes any sinner who repents (e.g., Luke 23:39-43), He hates some sinners so much that He sends them delusions - false things for them to believe in:
2 Thessalonians 2:10-12
10 And with all deceivableness of unrighteousness in them that perish; because they received not the love of the truth, that they might be saved.
11 And for this cause God shall send them strong delusion, that they should believe a lie:
12 That they all might be damned who believed not the truth, but had pleasure in unrighteousness.
It's not just delusions that God puts into heads of some random individuals; no, when He wants somebody in Hell, it's not just a single person, but entire nations. Therefore, God sends false prophets, who lie to people and mislead them (that would be like the pope, Budda, Muhammad, Joseph Smith and other liars):
2 Chronicles 18:22
22 Now therefore, behold, the Lord hath put a lying spirit in the mouth of these thy prophets, and the Lord hath spoken evil against thee.
God makes it clear that all false prophets are send by Him, with the sole purpose of sending their followers to

Ezekiel 14:9
9 And if the prophet be deceived when he hath spoken a thing, I the Lord have deceived that prophet, and I will stretch out my hand upon him, and will destroy him from the midst of my people Israel.
Giving some people false laws to be followed, dooming them into eternal damnation, serves a higher purpose - so that everybody knows that God is our Mighty

25 Wherefore I gave them also statutes that were not good, and judgments whereby they should not live;
26 And I polluted them in their own gifts, in that they caused to pass through the fire all that openeth the womb, that I might make them desolate, to the end that they might know that I am the Lord.
How lucky are we, True Christians™, we truly are loved by our Merciful
, because He gave us His real Word to follow (the Holy Bible), and did not mess up with our minds which would cause us to follow the false prophets!
