Your interpretation CREATES contradictions in the Bible, thus it is a false interpretation:

He's saying that the DISCIPLES are to love one another.
We Christians are the disciples of today, the unsaved however, are not disciples.
A new commandment I give unto you, That ye love one another; as I have loved you, that ye also love one another.
By this shall all men know that ye are my disciples, if ye have love one to another.
John 13:34-35

It is quite obvious He is telling His disciples to: "Love one ANOTHER, as I has loved YOU."
This is my commandment, That ye love one another, as I have loved you.
Greater love hath no man than this, that a man lay down his life for his friends. Ye are my friends, IF ye do whatsoever I command you.

Do the unsaved do what Jesus command them to do? No!
Thus they are not Jesus friends, nor any friend of the disciples.
And neither are they any disciples. (Since they don't follow Jesus, that should be obvious enough for you.)
They are our ENEMIES, we will pray for them, and show the passive kind of love brother V has mentioned, and try to lead them to Jesus.
But we will not tolerate their behaviour, or fail to punish them for it when God commands so, God doesn't see a difference between a person and his works.
He will judge after works (one's righteousness), not after who'm anyone may claim to be. For there is no respect of persons with God. -Romans 2:11
We are to do the same:
Ye shall do no unrighteousness in judgment: thou shalt not respect the person of the poor, nor honor the person of the mighty:
But in righteousness shalt thou judge thy neighbour.
Leviticus 19:15
